CMP (Civilian Marksmanship Program) is a U.S. federal government program established by federal law to promote marksmanship and safe firearms handling among civilians. The program sells surplus U.S. Army firearms (M1 Garand rifles, M1911 pistols, and others) to eligible civilian sport shooters and shooting organizations, while also running educational programs and shooting competitions. In Poland, the CMP brand may refer to shooting products or accessories associated with this program.
History of CMP
The CMP traces its roots back to 1903 (originally as the NBPRP, National Board for the Promotion of Rifle Practice), when the U.S. Congress mandated the sale of military surplus firearms to qualified civilians in order to maintain marksmanship skills among the general population. In 1996, the program was restructured into the CMP: an independent, government-funded non-profit organization. CMP distributes historic surplus firearms (M1 Garand, M1 Carbine, M1903 Springfield) to collectors, museums, and active shooters, while continuing to run marksmanship training programs and competitions.
M1 Garand and Military Surplus
The most sought-after CMP offering is the M1 Garand rifle — an icon of World War II and famously called "the greatest battle implement ever devised" by General Patton. CMP sells these rifles to qualified buyers at below-market prices, providing access to historically significant examples with genuine military provenance. Militaria collectors from around the world look to the program as a source of authentic American battle rifles.
