This is a small, powerful battery for flashlights and other devices that use 16340 cells. It has protection, so it's safer to use than ordinary "bare" cells. The 700 mAh capacity gives a decent run time for this size. In short: it gives bright light and causes no issues – you put it in and it works, worth its price.
